connor 23a2f75299 Encode non-ASCII ntfy headers as RFC 2047 ...

A headline with a curly quote in the Title header made httpx raise
UnicodeEncodeError, which failed news-cycle and dropped every alert after
it in the run. Non-ASCII header values are now sent as UTF-8 encoded-words,
which ntfy decodes.
