connor 55966a41a6 Add the site favicon
Generated from the supplied 1254px artwork: 16, 32 and 180px PNGs plus a
multi-size .ico, 40K in total against the 571K source.

Two details that matter. The source carries wide transparent margins, so it is
cropped to its content bbox and re-squared before scaling -- scaling it directly
leaves the artwork a smudge in the middle of a 32px frame. And /favicon.ico is
served from the root as well as being linked, because browsers request that path
regardless of what the link tags say.

Original and the regeneration recipe are kept in news/static/README.md; Pillow
is not a runtime dependency, it arrives via fastembed and was used once here,
which is why the outputs are committed.
